ERBIL-Hewlêr, Kurdistan region 'Iraq',— The Kurdistan Region's amnesty law has come back to haunt officials. Kurdistan president Barzani signed the law in 2012 and released hundreds of prisoners - including murderers. Women's groups now say the amnesty law has given murderers an opportunity to reoffend.
